California Electricity & Natural Gas Deregulation Guide
California allows eligible commercial customers to shop for electricity and natural gas from a licensed competitive supplier. The grid operates under CAISO. Delivery stays with the regulated utility, including Pacific Gas & Electric (PG&E) and Southern California Edison (SCE), among others; the California Public Utilities Commission (CPUC) oversees supplier licensing and market rules. Natural gas choice runs through Core Transport Agent programs available to most customers. Electric Direct Access has been capped since the early 2000s and is open only to a limited, CPUC-defined pool of customers, with occasional additional allocations opened by CPUC decision.
